It's sponsored by Chongqing University, China; Technically co-sponsored by IEEE Photonics Society; hosted by School of Microelectronics and Communication Engineering of Chongqing University.

Submitted paper will be peer reviewed by conference committees. Accepted papers will be included in ICWOC 2023 Conference Proceedings, which will be archived in IEEE Xplore , and indexed by EI Compendex, Scopus, and other indexing services.
Selected papers of ICWOC 2023 will be recommended to be published into Journal of Communications (JCM).
